InterAid Uganda Limited (IAU) is a non-governmental humanitarian national organization established in 1988, and duly registered with the NGO Board and NGO Forum. IAU is involved in programs geared towards the protection and improvement of lives of disadvantaged people living in urban and rural areas in Uganda. InterAid Uganda is focused on six (6) thematic areas of interventions, namely: 1) Rights Protection, 2) Education, 3) Livelihood & Food Security, 4) Health (HIV&AIDS; Malaria; Maternal and Reproductive Health), 5) Water, Sanitation & Hygiene (WASH), and 6) Environment & Disaster Management. Achievement of objectives in those thematic areas is supported by an effective, efficient Management& good Governance systems.

 

In line with our objectives and in partnership with International Organisation of Migration (IOM), we are starting to implement a Reproductive Health & HIV/AIDS program for migrants and migrants affected communities (PHAMESA) in Bweyale Town Council in Kiryandongo District.

 

InterAid is inviting an interested and suitably qualified candidate to fill the position of Team Leader for the “PHAMESA Program”.

 

Job Title:          Team Leader

Duty Station:      Kiryandongo, Bweyale Town Council

Reports to:         Executive Director.

Supervises:         Counsellors, Lab Technician and Community Mobilizer and VHTs

 

KEY POSITION DUTIES AND RESPONSIBILITIES

Strategic Direction

  • Responsible for coordinating, guiding and facilitating strategic operational planning and implementation of project activities in Bweyale Town Council, Kiryandongo district in line with the planned activities, objectives and work plans
  • Facilitate effective monitoring, evaluation, documentation and reporting in line with agreed organizational targets and standards at the field and project level

Stakeholder Management

  • Responsible for managing and engaging strategic and operational stakeholder relationships during project implementation
  • Work hand in hand with local leaders and Local Government authorities in Kiryandongo district and Bweyale Town Council to ensure that project goals are met and supported by all stakeholders.
  • Responsible for management, coordinating and sustaining of good (relationship between IAU and project funding partners )funder relationships from time to time based on project requirements

Process Management

  • Work with the Programs team to translate work plans into operations and monitor their implementation across all project beneficiaries.
  • Responsible for coordinating baseline and end surveys of the project
  • Conduct frequent field visits and monitoring of the project implementation and provide timely feedback and support to project staff to ensure successful delivery of the project targets and results.
  • Support the process of community mobilization to ensure that project beneficiaries access the project services.
  • Document the best practices implemented, success stories and case studies of the community level changes for dissemination and learning at the project level
  • Provide day to day coordination, supervision and guidance for project implementation, ensuring that it is executed according to the approved work plans 
  • Support and guide project staff in developing of work plans which are in line with planned activities.
  • Lead in identification and documentation of community needs and fundable ideas in line with the project.
  • Provide support in development of proposals for resource mobilization as and when required.
  • Records Management
  • Ensure appropriate filing and availability of documentation required for internal and external communications, Consumption, accountability, audits, and evaluation including reporting at the field office.
  • Responsible for information management and documentation processes, and ensure effective communication of the project results.

Project Reporting

  • Prepare weekly, monthly, semi-annual and annual reports of the project and activities (progress against delivery of outputs and achievement of outcomes, etc as per agreed schedule.
  • Steer the preparation and submission of concise, high quality documentation and dissemination of project experiences, achievements, lessons learnt, and other best practices to the Executive Director.

People Management

  • Supervision of all project staff Counsellors, Lab Technician and Community Mobilizer and managing relationships.
  • Mentor staff in translating organization expectations into designs, plans and M&E processes
  • Manage, supervise and build the capacity of project staff in quality project management and implementation
  • Conduct training needs analysis for individuals and teams for capacity development and performance
  • Provide support to team and individual staff for performance management.

Risk Management

  • Identify, monitor and address or report any risks to management and put into action mitigation strategies to the risks identified.

Compliance

  • Ensure adherence to internal policies, Standard Operating Procedures, internal control systems and processes in all transactions including funder requirements.

PERSON SPECIFICATION

  • A suitable candidate for this position should posesa degree in Social Sciences, Education or equivalent and/or training in Project Planning and Management.
  • A minimum of 3 years’ experience in implementing HIV and AIDS project
  • Proven ability in meeting strict donor reporting deadlines and any other requirements
  • Proven report writing, team and project management experiences and skills
  • Strong demonstrated analytical, strategic thinking, advocacy and decision making.
  • Good communication skills.
  • Excellent coordination skills
  • Good understanding of team work and team dynamics
  • Good working knowledge of MS Word, MS EXCEL, MS Power point and MS Project

Position 1: 2 HIV and AIDS Counsellors

Duty Station: Kiryandongo

Reports to: The Team Leader

 

Key Duties and Responsibilities

  • Network with public health service providers relevant to the project and project beneficiaries.
  • Conduct HIV pre and post-test counseling to project beneficiaries.
  • Ensure clients testing positive are linked to their first medical appointment and services are documented
  •  Assist clients to access services.
  • Document services rendered to clients seen in the testing centers for reporting
  • Provides health education and individual risk reduction counseling sessions to project beneficiaries.
  • Promotes healthy sexual behaviors and praises risk reduction plans to be adopted by clients.
  • Provides support in test result disclosure and post disclosure counseling as needed and required.
  • Educates clients on HIV/AIDS and STD’s and their implications as per the project objectives.
  • Conduct a risk assessment with clients and thoroughly explain the implications of risk behaviors
  • Provide information on the pros and cons of HIV testing and explain the testing process
  • Refer all HIV positive clients and those at high risk of HIV infection for proper medical follow-up and management.
  • Maintain accurate up-to-date client records and submit proper documentation to supervisor
  • Submit monthly statistical narrative reports as required by the Project Officer for project use.
  • Promote safe delivery among HIV Positive mothers
  • Work hand in hand with the lab technician to carryout daily HIV testing services
  • Sensitize project beneficiaries on sexual and reproductive health and their health rights
  • Document the best practices implemented, success stories and case studies of the community level changes for dissemination and learning
  • Support and create HIV peer educators in the communities
  • Identify, assess and develop strategies to mitigate against risks that may happen to the project.
  • Ensure that the internal process and work plans are adhered to.
  • Ensure compliance to policies and procedures during designing, execution, monitoring and evaluation of the activities.
  • Performs other duties as assigned

 

Person Specification

  • A suitable candidate to fill the position should hold a Degree or Diploma in Medical/Health, Social work, Social Sciences or its equivalent from a recognized Institution
  • A minimum of Two Years’ relevant work experience in counselling related to HIV and AIDS
  • Should be a good listener.
  • Good Interpersonal skills

 

Position 2: Laboratory Technician

Duty Station: Kiryandongo

Reports to: The Team Leader

 

Key Duties and Responsibilities

  • Network with public health service providers relevant to the project and project beneficiaries.
  • Conduct regular HCT
  • Taking off, handling and processing of blood samples from project beneficiaries
  • Participates in planning and implementing activities for the laboratory function to test clients as planned
  • Provides  basic laboratory services for CD4 tests and other tests as required by the project goals and objectives
  • Collecting and analyzing samples from project beneficiaries and maintain the cold chain of samples.
  • Work with counsellors to give feedback to all clients tested.
  • Ensures that laboratory standards and best practices are in place for maintaining high quality services and maximizing the use of all resources during project implementation
  • Ensures that the process of handling patient/Client samples and delivery of  results is efficient and effective
  • Conducts quality control checks on all tests performed to ensure quality delivery of results
  • Participates in training of project beneficiaries and community structures like VHTs and any other workshops in line with the project to the project beneficiaries
  • Participates in inventory control management for laboratory supplies and reagents under for use during project implementation
  • Ensures the compilation of monthly daily, weekly, monthly, quarterly and final reports are made and submitted on time.
  • Document the best practices implemented, success stories and case studies of the community level changes for dissemination and learning.
  • Ensures that equipment used are clean and in good working condition, order, highly disinfected and kept in a safe place
  • Ensure clients testing positive are linked to their first medical appointment and services are documented
  • Maintain high level of confidentiality of clients’ information.
  • Identify, assess and develop strategies to mitigate against risks that may happen to the project.
  • Ensures compliance in the implementation of laboratory protocols for all tests conducted during the project implementation.
  • Ensure that the internal process and work plans are adhered to.
  • Ensure compliance to policies and procedures during designing, execution, monitoring and evaluation of the activities.
  • Performs other duties as assigned.

 

Person Specification

  • A suitable candidate to fill the position should hold a Certificate or Diploma in Medical Lab technology.
  • Minimum of two years relevant experience in handling HIV testing and counselling
  • Membership to Uganda Allied Medical Workers Association will be an added advantage
  • Good knowledge of counselling

Position 3: Community Mobiliser

Duty Station: Kiryandongo

Reports to: The Team Leader

 

Key Duties and Responsibilities

  • Network with community leaders, Village Health Teams, and health Centres for effective mobilization of host community and migrants.
  • Identify areas of the community where high-risk groups congregate and build rapport with such communities.
  • Mobilize community participation in planning for activities and implementation processes of all planned activities at the community level.
  • Conduct regular meetings with community members to discuss project planned activities and implementation.
  • Provide information on the referral process and services available for them in different Health Centres.
  • Conduct sensitizations to various community leaders and groups for both migrants and host community on HIV and AIDS in order to fully support and participate in project activities.
  • Support the promotion and translation of Behavior Change Communications and IEC messages.
  • Responsible for community based distributions like condoms.
  • Identify community challenges related to HIV and AIDS, suggest solutions and report to management for further action.
  • Support the project Officer in defining the methods of community mobilization and participation in all project activities.
  • Responsible for providing heath related information to project beneficiaries on their rights to access health services and available health Centres.
  • Supports the Project Officer in organization of community Workshops and any other community based training organized in line with the project for the beneficiaries
  • Document the best practices implemented, success stories and case studies at the community level for dissemination and learning.
  • Responsible for providing information to the host and migrant beneficiaries as regards the project and how they can benefit.
  • Disseminate appropriate and timely information the beneficiaries and management at large
  • Conduct regular coordination meetings with the host and migrant community leaders to ensure comprehensive approach to community mobilization and networking.
  • Prepare regular and timey reports periodically.
  • Participate in the development of community mobilization strategies, work plans and budgets.
  • Compile timely weekly, monthly, quarterly, annual and specific activity reports.
  • Maintain all necessary documentation of services offered and submit reports in a timely manner.
  • Maintain proper records of all community contact persons and beneficiaries for purposes of reporting, auditing and reference purpose.
  • Identify, assess, report, develop and report strategies to mitigate against risks that may happen to the project.
  • Ensure that the internal process and work plans are adhered to and any adjustments communicated in the right forum.
  • Ensure compliance to policies and procedures during designing, execution, monitoring, reporting and evaluation of the program activities.

 

Person Specifications.

  • A suitable candidate to fill the position should hold a Degree or Diploma in Social work and Social Administration, Development Studies, Social Sciences, Arts or any other related course.
  • Minimum of one year’s of relevant work experience in community work
  • Good communication skills
  • Good Interpersonal skills
  • Ability to work in a cross cultural communities
